Don't let your wallcovering job

turn into an Unger cartoon

You can put wallpaper right over old paneling without removing it. Be sure the paneling is tight and flat to the wall. If it's sagging or bulging, the wallcovering eventually will do the same. Drive finishing nails into the grooves to shore up any trouble spots. 
Then proceed as follows:
 

• WASH THE PANELING with mineral spirits after removing all switchplates and wall fixtures. Shut off power if electrical wiring is exposed. Be sure the area is well-vented. Then rinse the paneling and let it dry.
• FILL the grooves and patch any holes using a putty knife and spackling compound. You will probable need 2 or 3 coats of compound. Spread the compound as smoothly and evenly as possible. Then apply a coat of adhesion-promoting primer, such as Shieldz, from Zinsser. 
• HANG HEAVYWEIGHT  lining paper perpendicular to the paneling grooves so that the seams of the wallcovering won't overlap those of the liner. You're now ready to hang the new wallcovering you've chosen.
